That's not so simple, experts responded.

Central Valley farmers want free water, for use in watering crops like cotton, which consumes a great deal of water and also ravages the soil. California reservoirs are at normal levels for this time of year. This is the rainy season, and it will last for two more months. Snowpack has been good so far in the state.
The situation with water is laughable, considering the re-appearance of Tulare Lake last year. It was once one of the largest lakes in the US, and farmers and engineers worked the water flow, the course of rivers and the land to remove it from existence. That it re-appeared was a testament to the amount of water that was available, after years of significant drought.
As for the fire-ravaged areas in SoCal--remember those loud, long promises for federal support made by King Dotard II last week? No one does but him, because no promises of support were made...

Trump will blame liberals for climate change disasters caused by HIS party's climate change denial, and he'll blame minorities for midair collsions caused by HIM laying off air traffic controllers.
