President Donald Trump and his administration have been promoting April 2 as a kind of tariffs Super Bowl, during which all of his many promised import taxes will go into effect. But as he has demonstrated many times before, Trump once again appears to be offering a lot of hype and little action. To that end: Following a Cabinet meeting Monday, Trump said tariffs on a variety of products will be announced in the "very near future." Then, later Monday afternoon, Trump said "I may give a lot of countries breaks." "We might be even nicer than that," Trump added. That waffling added even more doubt and confusion about the administration's trade policy plans heading into April.

3. His cronies buy in.

4. Retreat on tariffs.

5. Markets rebound.

6. The cronies sell off.
