If Luigi was truly a "cowardly wuss", he would have just wounded Thompson and then got into a jet fighter and dropped a bunker busting bomb on the hospital he was taken to, taking out some women and babies and maybe a paramedic or doctor or two.

Or he could have donated billions in American tax payer $$$ to enable someone else to do it for him.

But instead he focused on his target and did what he did without any collateral damage. And then he accepted the consequences like a man. But of course some American pseudo-military types affected with chronic cases of emasculation might tell you differently.
