... "a penalty" on the country for buying military equipment and energy from Russia ...

Does the law that Pres Trump is using to justify his ability to impose these tariffs allow for such a reason?

I just saw this ...

Appellate judges question Trump's authority to impose tariffs without Congress
apnews.com

... Appellate court judges expressed broad skepticism Thursday over President Donald Trump's legal rationale for his most expansive round of tariffs.

Members of the 11-judge panel of the U.S. Court of Appeals for the Federal Circuit in Washington appeared unconvinced by the Trump administration's insistence that the president could impose tariffs without congressional approval, and it hammered its invocation of the International Emergency Economic Powers Act to do so.

"IEEPA doesn't even mention the word tariffs' anywhere," Circuit Judge Jimmie Reyna said, in a sign of the panel's incredulity to a government attorney's arguments. ...

If you want to reduce the number of immigrants coming here to find jobs then it seems only logical that you would not want to discouratoge job creation in their home countries but tariffs on goods produced in their home countries do exactly that! Who would walk 1000 miles in the brutal heat of Mexico or other Central American country to get a job making components for American cars if there was a factory making the same component in or near to your home town? So Trump wants to tack on a tariff to makejob creation in e their home countries less feasible. So by making components produced in Mexico more expensive than those produced here you end up with increased immigration here; ? Now add in the billions of dollars being wasted on ICE ans places like Alligator Alcatraz and then the savings is just a mirage for simpletons. The United States would be better off by encouraging factories in Mexico up and realize what Trumps problem with Canada isries and jobs in their home countries both economically and politically! Having a prosperous to hire people where they live. A prosperous neighbor to the south would be good for us here! Just as it is having a prosperous neighbor to the north. Americans should wake the f**K up and realise what Trump's real problem with Canada is; i.e. their healthcare system! He and the GQP don't want Americans getting any crazy ideas like socialized healthcare like virtually all other western democracies already have! If we did those billionaires know they would be paying nore in taxes as they should be! So now spiteful little man Trump wants to punish Canada with 35% tariffs and thereby encouraging increased unemployment in Canada hoping that would harm their economy ebough to make their healthcare system less viable.
