Any outsiders showing up are advised to avoid any contact with the El Rukns (Ne the Blackstone Rangers) who are probably better armed and organized than any national guard visitors from South Dakota or other such red states ...

So if Trump fixes the Chicago crime problem in it would lose $800M of federal funds for crime prevention.
I get a strange feeling "Crime industrial complex" has the same problem the "Homelessness Industrial Complex" does.

America will never get rid of either.
