Musk's attorney, Marc Toberoff, said he submitted the bid to OpenAI's board on Monday, according to the report. I cannot imagine Mr Musk having the ability to enable something he wants to do, and not using that ability.

But, Mr Musk is looking to buy up tech he can use to control public opinion.
