A Terry stop in the United States allows the police to briefly detain a person based on reasonable suspicion of involvement in criminal activity. Reasonable suspicion is a lower standard than probable cause which is needed for arrest.

the Supreme Court's rulings imply you do not have a right to refuse a direct order to exit the vehicle:

In a 6-3 per curiam decision, the Court held that the search did not violate Mimms' rights under the Fourth Amendment. The Court noted that the officers had already detained Mimms in order to issue him a traffic summons and felt that asking him to exit the vehicle was a minimal and reasonable intrusion of his freedom.

She was fleeing LE after an undisclosed incident.
They don't detain or arrest people for "simply observing and filming"; there's more. I'd suppose she was obstructing and interfering with LE, which earns her Trouble with the Law. Once you have that situation, one cannot simply speed off to escape; That's another crime in itself. As we all know, our legal system is like a spider-web; the more you struggle the more charges you catch. Her only salvation was that her husband was buddybuddy with the local LE, who was in turn buddybuddy with the Fed LE involved, so she got rescued off-the-books. A higher level may hold her accountable pertaining to her alien documents, though, and she may end up on a deport order because her alien presence authorization is probably contingent on lawful behavior.
