Trump CAN'T allow the midterms to go forward. The midterms are existential for him. Materially, but most importantly in that warped psyche of his.

Donald Trump will pull the world down rather than lose. Just as for Hitler. The exception being that Hitler was worried about being exposed as a sexual pervert.
