Notably, the video does not clearly show [Emeshyon] Wilkins carrying a firearm or turning toward the officer. A lawsuit brought against the city claims that parts of a disassembled gun was found on Wilkins but no actual gun was found.

There's a reason for the need of body-cams.

For example ...

Public Defenders: Body Cam Footage Shows Officer Planting Drugs (2017)
www.cbsnews.com

... The Office of the Public Defender has released body cam video they say shows a Baltimore officer planting drugs that resulted in an arrest.

The 90 seconds of body camera video has police investigating their own, but police officials say there is more to this story than a short video clip showing officers handling drugs.

They have released more video to back up their claims as they continue to investigate these serious allegations.

The footage in a Baltimore alley is clear, as it was recorded on police body cameras, but the reason why the Baltimore police officer appears to be planting drugs is not. ...

Bodycams? Nope, not us. Not that we have ANYTHING to hide, it's just that our identities would be revealed. Or something like that...

It is now being reported that the cop took the 5th over 100 times in a deposition including when asked "Did you ever observe a weapon in Emeshyon Wilkins' hand?"

It is also looking more like others in the department have been involved in a coverup. STL PD is now reframing the story that Wilkins pointed a handgun, a claim which was supported by a photo of a weapon the department released at the time of the shooting, as having been based on incorrect information provided by a supervisor.

That a kid this age was shot in that neighborhood isn't a surprise. St Louis City and County residents are EXTREMELY fed up with the DA's catch and release policies of juveniles who are regularly committing serious felonies with zero consequences. There was even a case a few months ago of a kid arrested twice by the same officer for the same charge (armed carjacking) within a week.

Kids know there are no consequences, so they steal cars, drive to other neighborhoods and simply walk down streets during the middle of the night checking every car or garage door they encounter to break into vehicles/garages and steal what they can. They're usually in groups and armed. STLMPD also regularly (a few times a week) post images of narcotics/firearms confiscated during traffic stops, house raids ect, almost always stolen Glocks (often with "switches" that make them full auto) with extended mags, AR pistols and or Draco AK pistols.

Armed juvenile criminal action in STL city is a massive problem resulting from years of zero to little enforcement and also no consequences for parents who allow their kids to repeatedly commit criminal offenses.

That being said, there was no reason to cover it up. A juvenile fleeing from a stolen vehicle matches a common profile and if he really did have an object in his hand, it wouldn't have been hard to make the case that the officer believed a threat was present at that time. I can remember two other incidences (IIRC) where a suspect holding a cell phone was mistaken to have a gun and was shot by police, so it wouldn't have been unprecedented.
