It clearly states the number has nearly tripled in the first sentence out of the mouth of the person being interviewed.

"175% is almost tripling of registration rates among this specific group. You just don't see that sort of thing happen in elections normally."

He goes on to explain that this is points to a much bigger trend because not only are newly registered voters more likely to vote but when you see a change like this among a given demographic, there is also a trend among previously registered voters that share the demographic to turn out at a higher rate.
