I'm going to suggest that, at times of extreme stress, human beings see weird things.
These drones are UFOs; they're foo fighters. We had them the last time Donald was president.
Most of them aren't there. People see them because they're emotionally upset on some profound level.
As soon as Trump is gone, they'll leave with him.

They were in a deliberate state of mind that alters perception? Enough to see UFO's, but not smell toast?
Are you implying this was a war game that doesn't inform the participants?
You imply foo fighters weren't explainable at the time either.
Perhaps there is a very serious reason for the presence of probes over a nuclear command facility?
