To answer your question, no, I don't think our president should be able to lie to Congress or the American public for any reason.

I just don't want our military to be hamstrung or at a disadvantage because of information our enemies don't need to know.

In other words, regardless of whether or not we declared war, I don't think Iran should know what we're running low on.
