Sorry to tell you but this problem falls at Pete's lap as he had four years to take action to have that busy airport tower, as well as others, fully staffed with competent controllers. Even if Trump had put one in the position on day one, that individual would have had time to identify, let alone to take any action about ATC shortages - but that would require common sense to realize that which QCP obviously does not have.

Staffinf shortage is on Pete as he had years to tackle that problem, but pretty much sure that he was most likely unaware [as that would require paying attention to one's job] as he was about pretty much everything under his purview during his four years of tenure.
