Leadership of the House changed in 2023 when Republicans took control and before the plaque was ready to be installed. The memorial has been in limbo ever since.
Nothing anyone has said changes my point. Even if this issue hinges on Republican control of the house. The current AOC was a deputy before he was appointed by Congress (including surely some democrats) as the AOC, and beyond the appointment congressmen have no control of the nuts and bolts of his job.

I don't think he would play favorites concerning the ultimately inconsequential plak. Could be simple gov't inefficiency, several years to get done a simple task is not beyond the realm of precedent. As noted, they (the gov't) has not even updated to reference his position correctly on the official aoc.gov site..
