A nation is bankrupt when it cannot pay its bills, and will not play its debt. When one's creditors see that all one can do is pay off the service on the debt, but cannot pay the main amount, ever, it is all over.
Clearly, Trump sees that the only way to pay America's debt and not increase the taxes on his billionaire buddies is to take from the poor..so hello attack on SNAP, SS, Medicare, and so on.

No stupid, CBO says it might not come in, most likely they think the SC will rule it unconstitutional which they won't. Plus the CBO also predicted we would have a sub 2% GDP under Trump when it's been closer to 4%.
