Transportation Secretary Sean Duffy announced the latest effort Friday to ensure that drivers understand English well enough to read road signs and communicate with law enforcement officers. Florida already started administering its tests in English.
All truckers and pass drivers will have to take their commercial driver's license tests in English as the Trump administration expands its aggressive campaign to improve safety in the industry and get unqualified drivers off the road. https://to.pbs.org/4rq6msX

I don't really see a problem with this.
It seems to test the driver's ability to do their job properly.

Thats because you don't understand the problem, why wasn't this originally part of the drivers certification to do their job.
Even pilots in US need to have to english proficiency.
