... Southern California is facing landslides, flash flooding and torrential rains as the state continues to be hit by an atmospheric river for a second day.

About 1.4 million people in the area were under flash-flood warnings and more than 500,000 were without electricity in California as of early Monday morning, according to Poweroutage.us.

Many parts of Los Angeles County have seen more than nine inches of rain, and the National Weather Service says as many as 14 could fall in mountain and foothill communities.

"The ongoing atmospheric river will bring another day of heavy precipitation to California," the National Weather Service said. "Heavy snow in the mountains will create dangerous to near-impossible travel at times, while heavy rain will produce significant flash flooding."

A rare "hurricane force wind warning" was put in place by the National Weather Service for the Central Coast. NWS is predicting potential wind gusts of up to 92 mph from the Monterey Peninsula to the northern section of San Luis Obispo County.

A state of emergency has been declared for Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara and Ventura counties. ...

Yep. It's winter in California. Or as we call it here "flood season".

Summer or "fire season" will be back soon enough!

This is a leap year so hopefully we will skip "earthquake season" this year.

Extreme-weather advisories for floods, high wind and winter storm conditions were posted on Monday across parts of California and southwestern Arizona where some 35 million people live.

The National Weather Service documented staggering rainfall amounts from the storm, which lashed Northern California on Sunday with hurricane-force gusts of wind, along with heavy precipitation that intensified as the system moved south on Sunday night and Monday.

The National Weather Service (NWS) said more than 10 inches (25.4 cm) of rain had fallen since Sunday across the Los Angeles area, the nation's second-largest city, with much more expected before showers were due to taper off on Tuesday.

"Significant flooding is ongoing and expected to expand," the NWS said in a notice posted online. ...


Ten inches of rain in the Los Angeles area in less than two days? With "much more expected."

That's a lot of rain.

A lot of water that will flow into the ocean. Maybe instead of wasting money on trains and other stuff, you would think that the 5th biggest economy in the world would be able to store that water by building some reservoirs.

Water reservoirs take years, many years, to approve and build.

How do you know that effort is not already in the planning stages now?

But to your point, this "atmospheric river" looks to bring a whole inch or so of rain to the drought-stricken Lake Mead.

So at least, there's that....

#5/#9, Which rivers should now be dammed? All California rivers except perhaps the Clavey River (Tuolumne County, Sierra foothills) are dammed.The Clavey is designated "wild and free". Every other river in the Sierra has dams along their paths.

Yes they do seem to be getting bigger and more severe each year.

Gosh for the life of me I just can't figure out why. Has something changed?

As for worries storing the water there are numerous projects in the works to increase the capacity to capture more runoff and store it. These are 100 year plans and require extensive planning and caution to get it right. We are also improving our drinking water systems and building desalination plants.

We thank you for your concerns! If we don't get washed into the sea in the meantime we got this!

Well I'm sure that's it then. More dumb people cause more rain! So if the dumb people would move to higher ground it would stop raining. Brilliant! I just wish our scientists were as smart as you!

Those "atmospheric rivers" scientists are all talking about that are getting stronger every year probably have nothing to do with it.

The north coast survived a thousand year flood in 1964. We were cut off from the rest of the world for months. Since then we have made many improvements. We don't have a Cajun Navy. We just have good early warning and emergency management systems and neighbors that are willing to help each other.

That's actually what the Cajun Navy is. It's well organized now, but when the whole thing goes in motion, it's a bunch of rednecks in lifted trucks and jon boats fishing people out of the easier stuff while the Coast Guard flies around plucking people off rooftops.
