More: "As required by the Fourth Amendment of the United States Constitution, Defendants shall be enjoined from conducting detentive stops in this District unless the agent or officer has reasonable suspicion that the person to be stopped is within the United States in violation of U.S. immigration law," U.S. District Judge Maame Ewusi-Mensah Frimpong wrote in her ruling.
The judge determined that federal agents cannot "rely solely" on certain factors when considering whether to make a "detentive stop," including the "apparent race or ethnicity" of the person in question, whether they are "speaking Spanish or speaking English with an accent," and their "presence at a particular location (e.g. bus stop, car wash, tow yard, day laborer pick up site, agricultural site, etc.)."

If it is unconstitutional and illegal in SoCal isn't it unconstitutional and illegal everywhere in America?

I'd pick LASD over ICE in any street fight.
Hopefully it does come to this.
LASD is a gang and ICE is a new rival gang encroaching on their territory.

Terry Stop does not allow "racial profiling" as a reason for a stop. Despite what Tom Homan the Director of Immigrations and Custom Enforcement says.
This is also a good litmus test for Republicans who claim these enforcement actions aren't racist. Surely they will be here to weigh in on whether it's legal for police to detain someone for being brown in America!
