#13 because those of us in the giver blue states are sick and tired of carrying the taker red states. The more stupid the red stages get the more we're going to have to bail them out from their idiocy. Honestly we're getting close to Madge Sporkfoot's national divorce. The blue states would thrive and the red states would starve.
