So, whether you enter the U.S. illegally (not at a sanctioned border control), or legally at a port of entry, you can still apply. The USCIS specifically states that you can, providing you adhere to one or both of these conditions:

You aren't in any removal proceedings
You follow the correct process and file within 1 year of entering the U.S.

Yeah, which clearly says you don't have to enter at a port of entry to file for asylum.
