PUH-leeeeeeze! The "cartel(s)" have been "visiting" on this side of the border since the Reagan administration's covert intervention into Latin American politics and the Iran/Contra affair... cheap loans and cocaine.... what could possibly go wrong?

They are prosperous businessmen who brilliantly use violence and bad publicity to stay relevant... and instill a sense of danger and future lack... very powerful motivators.

My guess is with the impending "boats from China" slowdown... they are negotiating different ports of entry to ensure certain Chinese products make it through uninterrupted.
