NOAA informs that California and Nevada are once again drying out and fast. Large swaths of both California and Nevada are facing a summer of extreme drought, particularly in the southeast corners of those states. Note the summer heatwaves haven't even begun yet. The deeper the colors on the map below reflect where the drought will be more severe and intense. Earlier this year America's Godzilla wasted 2.2 billions of gallons of California's water by opening dams against the wishes of the US Army Corps of Engineers and Sacramento. The Trumpf junta also refused to honor a treaty with Mexico over sharing water.

The reason I ask is that "over the dam" implies an excessive rainfall that is causing a designed spillage of water to protect the dam.
