Afghanistan has been receiving US Foreign Aid for humanitarian purposes since 2021. A guy named Biden got it rolling, shifting gears between infrastructure to food/water/medical/cash aid, as were were wrapping up leaving the country. He did not end this program after the evacuation. Trump has not ended it either, but has made significant cuts to it per the IRC.
