No-one should be in the possession of one until their hormones settle down, around 25yo.
I would also add, as the owner of the H2D, so long as it doesn't impose on me, I have no issue with this.

So I guided my daughter to form a business, all the forms, registration etc. DeflectionDan would be proud. She hired a few friends, they worked and got paid via Intuit. All in the name of education for my soon to be CEO daughter.
Last week she received a CalSavers notification, and given that she hired her friends she now has to form a retirement program for them, they're 14-16.
So driving out to the San Martin Airport to do some flying together, and there's MrBBQChicken on Monterey road grilling about 100 thighs, smoke going everywhere, and my daughter says, "I doubt he's got a retirement plan".
Education..... California losing citizens one at a time.
