Leaving/avoiding is not a felony, or is it a capital offense.
The use of the vehicle as a weapon will need to be determined in a court of law.

Immediately they call him a criminal and illegal. Then they set up a traffic stop for someone they say they are looking for because he's apparently such a notable "reckless driver" they just have to get him off the roads, now!. Oh, and yeah - we have no idea when he entered the US, none at all. But really - we know who he is and that he's a terrible driver.

Maybe they should have considered all that before setting up a TRAFFIC STOP for an infamously known reckless driver?

The court does decide if the force was justified, if the car was used, intentionally, as a weapon.
If there is a lawsuit that's when we find things out.
