"Trump could use this power in an unprecedented way, potentially forcing Congress into a recess, then using it to make unilateral appointments, Charles Cameron, a professor of politics and public affairs at Princeton University, told Axios Thursday.
Trump's "gambit would be a gigantic delivery of power to the President," the professor said.
"This power transfer goes against senators' very DNA," he added."

pretty obvious: he is demanding recess appointments because he knows all of them are unqualified and have a lot of dirty laundry that would be aired, then they would get voted down.

The recess appointments clause is found in Article II of the U.S. Constitution. It says, "The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session." This clause was adopted by the Constitutional Convention.
although there were limits put in place in 2014.
President Bill Clinton made 139 recess appointments and President George W. Bush made 171, though either used the process for top-level cabinet positions. President Barack Obama tried to continue the practice, using it 32 times.n
