This blog is really reading-in in their nearly-month-old post
"House GOP Reveals Plan to Devastate Medicaid and Food Stamp Programs"
...the text doesn't mention Medicaid ...
...seems to indicate that SNAP (the food stamp program) will be cut...
my observation: newrepublic.com is engaged in irrational propaganda featuring speculative lies headlined as fact.

MSN is here, per SOP, bending their reportage of the (America-hating) CNBC interview to elicit outrage.
The pre-inflated interview quote is candid and common-sensible-
"I think if you want to buy things from other countries, and you want to bring it into America, then the price is going to rise," Lutnick said. "But if you make it here, then of course the price won't rise! So make it here! Make. It. Here. How hard is that to say? You know, just keep repeating it to yourself: There's no tariff if you make it here."
Of course, the MSN headline becomes-
"Prices are 'going to rise' and 'robots' will be doing factory jobs: Trump Cabinet official"
-As if prices haven't been rising already, and automation of simple tasks is a new phenomenon introduced by Bad Orange Man
"the text doesn't mention Medicaid"
Maybe the problem is that you have to finish high school to learn how to read between the lines:

Did Medicaid Get Cut? What House Budget Resolution Means for Health Care
The budget, which calls for $2 trillion in spending cuts in total, does not mention Medicaid specifically but it directs the House Energy and Commerce Committee, which oversees Medicaid, to cut $880 billion in spending over the next decade.
Trump has said multiple times that Medicaid would not be affected, telling Fox News last week that it would not be "touched."
But the House Energy and Commerce Committee would have to find this money, out of Medicaid, Medicare and the Children's Health Insurance Program.
