It will take years for Venezuelan oil production to become meaningful for the world oil market. The only major US player to be in the country again (Chevron) will surely depreciate the hell out of their investment, so as to minimize the impact on its books. Infrastructure needs to be re-built, billions of pipe, drilling rigs and pumpjacks installed, and refineries must be re-jiggered to deal with the high-sulfur oil coming out of the ground. Oh, and US refineries are near max capacity, and our country has not seen a new refinery in more than 25 years.
