"This outcome is not based on the merits or strength of the case against the defendant."
Chutkan formally dismissed the case without prejudice Monday afternoon. ...
"Without prejudice" ... that is the important aspect of the dismissal.
It allows the case to be revived at a future point.
On the other hand, from what I've heard, if a Judge dismisses a case "with prejudice" that usually means that the Judge thinks the prosecutor has little to nothing to stand on. Stately differently, the Judge is saying, ~get out of my Court.~
