It seems to fill provide a little more background. For instance, it appears the Kuznetsov, the only Russian aircraft carrier they have is "unlikely to deploy ever again" (it hasn't been deployed in 8 years). The crew is 1,500 and they've been "reassigned." Apparently Russia has to "mobilize the 30,000 fresh troops" "every month just to replace battlefield losses"killed, wounded and captured"in Ukraine."
Apparently no more aircraft carriers for Russia because all the know-how and factories that built those engines were all in Ukraine.

I remember about 10 years ago it went through the English Channel and it was smoking so bad the Brits though it was on fire.

Russia has already fired the mercenaries, pull people off the street, fired his generals, called back 65 year old veterans, emptied the prisons, and promised bonuses to recruits from neighboring islands.
And he still has a 30,000 troop loss to cover. Re-assigning 1,500 untrained sailors to their death on the front line doesn't even qualify as a stopgap. It sounds more desperate than reasonable.

Good questions. MODER8 could answer this for sure, but you'd assume most convicted felons are under travel restrictions - which would include foreign travel - until they've served time or are off probation/parole.
If Trump loses, guess we'll find out after his November 28th sentencing for his first conviction on all 34 felony counts.
