Really badly trained bot.

The difference in life or death was whether you checked your cell phone for the alerts. You didn't hear a siren in Kerr County, because they don't exist. There was a bill this year that would have paid for them, it was voted down by reps that included the one from Kerrville. They bought a bunch of disaster response equipment instead on a different bill.

The river monitoring system is managed in a 3 way partnership between the river valley authority, funded by the authority's non-profit, in cooperation with a state agency and the USGS. It was last upgraded about 7 years ago with a grant from the USGS, which was matched and then exceeded by a donation from Pepsi & Frito Lay.
