He seems to be holding his weapon at arm's length n his right hand, while trying to video the occurrene with the cell phone in his left hand. Did his cell phone usage distract him from the decision he needed to make?

While those second and third bullets were fired, he did not appear to be in any danger of being run over by the vehicle. Indeed, the vehicle's front wheels look to be turned away from him.

A law enforcement officer needs to justify each and every round that is fired.

From the videos I've seen, when the ICE agent fired his second and third shots, the vehicle was driving away from him. The front wheels were turned away from him. He was at least an arm's length away from the vehicle. No apparent danger that I saw.

So, please explain, what is the justification for the second and third shots fired?

And I will state again ... every round that a law enforcement officer fires has to be justified.

Why is not the DoJ investigating this ICE agent's actions?

The video evidence seems to show he acted improperly, resulting in the death of an American citizen.

Yet, the DoJ seems not to be concerned.

But, in my view, the larger issue here is ...l why is the DoJ not investigating the actions of this ICE agent, and seems to be actively blocking the State of Minnesota from investigating this incident.
