Blame that on Trumpy (he insists!). Trumpy wants border problems. It's good "politics" for him. Biden wants to get beyond the politics and solve the actual problems. Trumpy wants a political problem he can use as a wedge to divide Americans and clobber democrats with.
We have always had border problems and they fluctuate according to global environmental and economic conditions, wars and gang violence.
