The Constitution does not use the word 'citizen' or 'citizens' as often as some people might expect, rather the word is used more often to describe who is allowed to hold various public offices, which seems reasonable. But when it comes to describe who enjoys the rights proscribed by the Constitution, the word used most often is 'person' or 'persons'. Every one in the United States is a 'person' whether they're native born, naturalized or undocumented. Even visitors, who are here for a short period of time, while they're here, they enjoy the rights of all of the other 'persons' who make their home here. It's generally accepted that the only 'persons' who do not enjoy all of the rights in the Constitution, nor it's protections, are individuals who enter the country on a Diplomatic Passport. They are considered to being subject to the laws and jurisdiction of their home country.

The US constitution while currently only applicable to persons inside our borders it should apply to everyone in the world.

If we really believe in it then it should apply to everyone.
