He is not the one suspending elections and it has everything to do with continuity of power during wartime:
The Ukrainian constitution disallows elections during wartime, specifically under martial law[1][4]. The Constitution of Ukraine prohibits holding elections to the Verkhovna Rada (parliament) under martial law[4]. Article 83 of the Ukrainian Constitution states that if the term of the Verkhovna Rada expires under martial law, it shall automatically be extended until a new Rada is seated following the end of martial law[2].
Additionally, Article 19 of Ukraine's martial law legislation specifically forbids conducting national elections[2]. This legal framework predates the current conflict and President Zelenskyy's administration[2].
The constitution also prevents amendments to itself during martial law, as stated in Article 157[4]. This means that even changing the constitution to allow elections is not possible under the current circumstances.
It's important to note that these constitutional provisions are designed to ensure the continuity of state power during times of crisis[4]. The president remains the legitimate head of state and must fulfill their duties until a new candidate, elected by the people, takes office once martial law is lifted[4].
