"Harvard can no longer enroll foreign students and existing foreign students must transfer or lose their legal status," the US Department of Homeland Security said in a statement.

Harvard was given a certificate by the US that allows it to enroll foreign students. Pres Trump has revoked that certificate.

But to your question ...

My current view is that there likely needs to be a reason to revoke the certificate. Whether or not Pres Trump had a valid, legal reason?

Too soon to tell.

I suspect there will be a court case about this.

They chose not to fulfill an information request and enrolling foreign students is a privilege. They have 72 hours to bend the knee. I assume that they will bend the knee. Trump already cancelled their racist entry process, stopped their fed government money grad, and now this. Next is taxing their endowment.
