This video shows the shooting. You can see the driver turn the wheel to AVOID hitting anyone, but the officer in front of her may have been in her turn radius. The moment the first shot rings out, both feet of the officer who fires the shot are to the left of the car. He easily stepped aside.

That Raw Story story is major BS. They weren't rioters. There are groups of observers who show up when ICE agents are conducting raids. "ICE officers who were apparently injured were expected tor recover, she added". What utter BS. "Apprarently injured", what kind of BS statement is that? Haven't heard any reports on the news reporting this story that ICE agents were injured. They were protesting, not rioting.

From what I can gather from watching MS Now is that there were no rioters during the shooting. They were just observers as you say. ICE itself/Homeland Security is claiming ICE agents were injured, but we have no proof of that. Just their word, which means nothing. There have been some incidents after the shooting where protesters, not sure I'd call them rioters, have gathered and were throwing snowballs at ICE agents.

PS Trump & Co want the city, or any city, to explode. Trump is itching to institute the Insurrection Act somewhere in the US, so that judges/courts won't be able to tell him he has to withdrawal the National Guard. He said as much recently.

A Supreme Court ruling blocks deployments for now, but a legal expert says it increases the risk of President Donald Trump invoking the Insurrection Act

In a footnote to his concurrence to the Supreme Court ruling, Justice Brett Kavanaugh wrote that "one apparent ramification of the Court's opinion is that it could cause the President to use the U.S. military more than the National Guard to protect federal personnel and property in the United States."

"That leaves the door open, essentially, for Donald Trump to go back and this time to use the Insurrection Act--in other words, to say, Okay, then fine, in my discretion as president, I say that there's a rebellion going on and so ordinary military forces can be used,'" Gowder said. "Then I'm going to say, Okay, they're not enough,' and call up the National Guard, and then all the same questions that both parties wanted the court to answer come right back."

The president concluded his minute-long comment on Portland with a vow to return, saying he plans to invoke the Insurrection Act next time.

His first mobilization attempt relied on a federal law known as Article 10, which requires a danger of rebellion. Oregon state attorneys successfully argued that the protests in the block around the ICE building, while sometimes devolving into riots and street scuffles, weren't rebellious.

The Insurrection Act is far more expansive. It allows the sweeping deployment of forces wherever "domestic violence" or an insurrection occurs. The act doesn't define those terms, leaving them open to broad interpretation.

Trump told reporters he'd consider using the Insurrection Act "anywhere."

"The crime will soon start because they now know that we're out, and at the appropriate time we'll go back in," Trump said. "The most powerful thing we have, we haven't used: The Insurrection Act."
