That's the upper bound. It's constrained towards smaller numbers by legitimacy, local governance capacity, force quality, intelligence reach, geography, and external support for both sides.

Take whatever the population is and * by 0.02. So Iraq 2005 had a population around 28 million. We needed to have 560,000 security personnel on the ground. We committed only 150,000, surging to 170,000. In Vietnam we needed over 800,000, but peaked at 543,000. The numbers we sent include logistics, not combat forces, so we tend to send 1/20th of what we needed to.

Which means... 1 maxed out division for Tehran, or 2 regular divisions.
