Elon Musk's Vegas Loop, Worst Transit System on Earth
The scale is ambitious to the point of stupidity. Once its 104 stations and 68 miles of tunnels are complete, the Vegas Loop site says it "will serve up to 90,000 passengers per hour."

The weird things is, ok, one of the weird things about Musk, is that so much of his wealth comes from the people;s treasury, and truth be told, NASA could have done what he has done by hiring the same magnificent engineers.... Musk is about socialism for the oligarchs. And screw Mars, by the way, it is fool's grift.

No, they could not. NASA does not do massive amounts of iterative destruction testing. They explode far less. They're also hamstrung by politics.
Also, Musk hired NASA engineers. He cherry picked top talent from the existing rocket industry.
