Decades ago, France established its own nuclear arsenal so as not to depend on the US. They have 290 nuclear warheads and their range can strike Moscow. But Paris would be atomized within minutes. Sounds more like the French don't have a military, and have been riding on the US taxpayers coattails to provide social programs.

France is ranked 7 out of 145 countries in terms of military strength by the Global Firepower Index (GFI). In terms of receiving American taxpayer funds, in 2014 France received a paltry $802,840. The citizens of Israel and Ukraine are the largest recipients of US foreign assistance. Kabul receives more US economic aid than Paris (which is zero). See sources below:

This is a good move by France because the only thing Russia has going for it militarily is nukes. Russia has to know that they aren't the only "crazy" people in Europe. Actually, while it was necessary to publicly state France's position, anyone with half a brain knew that this was likely to be France's position.

Russia has its hands full just fighting Ukraine. Therefore, I have no doubt that Russia would be defeated by NATO (even without the aid of the US) using non nukes but the price paid by all participants would be DEVASTATING. The primary question that the European NATO fighters would face would be: just how far do we prosecute the war? They would have to take it just to the point of posing an existential threat to the survival of Russia because that is when the nukes start flying.

The nuke card is on the table because Russia, a nuclear power, is territorially ambitious and imperially aggressive. It's on the table because the United States under Trump is an enemy of Europe.

One of the key pillars of US foreign policy relative to Europe was providing a credible nuclear deterrence against the commies, or any other revanchist threat. The fear was that each European country (+ Japan and South Korea) would develop their own weapons, which would only increase the risk of nuclear war.
