You do realize that's the Republican gun control policy, right?

Define "meaningful."

Does one gun getting stolen from the mail and used in a murder tell us the whole gun control system is broken, the way one murder by an illegal immigrant tells Republicans the whole immigration system is broken?

Probably not. So what's meaningful? Would Fast and Furious levels of firearms trafficking do it for you?
