California legalized ballot harvesting and ballot curing.

Ballot harvesting in California, legally referred to as third-party ballot return, is the practice where any person can collect a completed vote-by-mail ballot from an eligible voter and return it to a polling place or registrar's office.
Ballot curing in California is the legal process allowing voters to fix missing or mismatched signatures on their vote-by-mail ballot return envelopes after submission but before election certification.

How do these activities give rise to "Maybe it's rigged, maybe it isn't?"
They don't, according to you:
My understanding is the count is not what is driving the controversy. It's that the late counted ballots skewed so heavily for the candidate who conceded on Election Day to move her to second place that the ballots themselves have the appearance of being fraudulent.

So what's the relevance of California legalized ballot harvesting and ballot curing?
Nothing. You're just trained to respond that ballot curing and ballot harvesting are "controversial."
You are a prolific fear monger.
Most if not all states provide sample ballots
