No. Not about voting. It's about congressional seats and electoral votes. Southern states wanted to have their cake and eat it too. They wanted to have slaves as property but wanted them 100% counted in the census to boost their census numbers. That is where the 3/5 compromise came into play.

Non-citizens (this includes those who are here legally) are not permitted to vote in national elections because non-citizens have no business anticipating in our political process.

Extrapolated out, non-citizens shouldn't be able to passively participate by flocking to certain areas of the country to inflate the population in said areas to increase representation for those areas via more House seats and electoral college votes.
