We'll never address the two largest expenses that taxpayers pay for... the debt we owe (and continue to increase) for interest on the debt paid to Banks, and the ever expanding (and overpaying to Corporations for everything) Military.
Those are untouchable Corporations. Then when you add the tax cuts that the poor and middle class are losing to the Oligarchs, you have the budget deficit increases.

Over time military spending has decreased as percentage of GDP since WWII.

Just don't upgrade the "nuclear detterant".
Just close 500 offshore military bases. No New Fighters.
Audit the Pentagon and eliminate "Fraud and Waste". There's billions of dollars of THAT.
Easy Peasy.
Then stop subsidies to Weapons Manufacturers.
Billions more Saved.
