You must live in Texas.

Utilities cannot raise rates without approval and generally property cannot be "reevaluated" for the purpose of increasing taxes in California.

Investor-owned utilities in California (such as PG&E, Southern California Edison, and SDG&E) cannot unilaterally increase their base rates. They must submit proposals to the California Public Utilities Commission (CPUC)

California's Proposition 13 limits the annual increase in a property's assessed value to a maximum of 2% or the rate of inflation, whichever is lower.
