The point of the "military" (NG) in the streets in low crime areas is so the PD doesn't have to play whack-a-mole. It allows them to focus on the crime areas.
For instance, not one homicide this weekend in DC.
Here's an example how out CHP which does have the training to deal with arresting citizens and detering crime, and civil law.
Yet even here the point of the CHP support is to allow OPD to focus.
