As someone who lived in a major metro that put white glove treatment of crime into policy, I would say this is a bit of an understatement.

The description sounded far more damaging than "soft hearted."

Medical care isn't prohibitively expense.
Safety nets exist because it turns out people don't commit crimes as often if they don't have to.
