The June 2019 webpage for the Aviation Development Program (ADP) " also now removed but still visible on the Wayback Machine " said the program "provides an opportunity for Persons with Targeted Disabilities (PWTD) to gain aviation knowledge and experience as an air traffic control student trainee." Participants would get up to one year of experience in an Air Route Traffic Control Center (ARTCC), with a possibility of getting a temporary appointment at the FAA Academy.
In August 2021, the FAA announced that one of the first three ADP candidates graduated from the FAA Academy and became an official air traffic control trainee. "Twelve candidates are in the pipeline for the ADP, pending completion of the clearance process," the agency said. "Candidates must first pass the Air Traffic Skills Assessment (ATSA), followed by the security and medical clearance process."

Staffing in most control rooms hasn't been normal since COVID... but this wasn't a staffing issue as the copter was informed about the plane and confirmed siteing it.
It sort of was, because usually there is a HELO controller, and he would have had more time to focus on the situation. But they were short staffed.
I realize you aren't a pilot, but if you were you'd know typically ATC would give you guidance in finding the traffic of concern. He should have said "CRJ at your 10 oclock at 400ft". Instead I and many others suspect the helo pilot "assumed" it was the AA plane landing on RWY1.
This type of call was not given in this situation, probably due to over load of the position.
It appears under Obama they went to an "off the streets" hiring mode, opening the doors to "unqualified" applicants, and ignoring qualified applicants that trained specifically to become controllers. This is currently in the courts.
The shortage is due to COVID and the hiring practices.

So what, the FAA is in the middle DEI no one knew how bad DEI was to the country. All this proves is DEI was a disaster.
Its hiring process has been underfire since 2014.
In 2012 and 2013, the NBCFAE continued pushing this process, with members meeting with the DOT, FAA, Congressional Black Caucus, and others to push diversity among ATCs. By July 2013, the FAA created a "Barrier Analysis Implemention Team" (BAIT, and I swear I am not making this acronym up). Around this time, the FAA decided to pause the hiring of CTI graduates pending the implementation of the biographical assessment. Neither the schools that ran the CTI programs nor their students were informed of this when the decision was initially made. A number of students, including the class representative, passed the AT-SAT (in the case of the class representative, with a perfect score), not knowing they would never get to use it.
In 2014, the FAA rolled out the new biographical questionnaire in line with the Barrier Analysis recommendation, designed so that 90% or more of applicants would "fail." The questionnaire was not monitored, and people could take it at home. Questions asked prospective air traffic controllers how many sports they played in high school, how long they'd been unemployed recently, whether they were more eager or considerate, and seventy-some other questions. Graduates of the CTI program, like everyone else, had to "pass" this or they would be disqualified from further consideration. This came alongside other changes de-prioritizing CTI graduates.
