The SSA's own audit already listed this number (18.4M), did further analysis, determined the cause, and that none of them were receiving benefits, except for around 40,000 that were actually older than 100 and are alive. They are receiving benefits they are entitled to receive.

First the comment by musk is just stupid. There are a billion "eligible" Social Security Numbers... For a "smart" guy - dumb comment.

After that you have you don't have to be a citizen to have a SSN. You just have to have worked in the USA, legally of course, or become a resident of the US to get one. You have 240k receiving benefits alone and millions more with a SSN.

Finally they hold the records of the deceased. You have about 3 million people dying a year in the US.
