Except your theory is that bullies within the same household would be either be stealing the ballot, or intimidating others into voting their way.
That has nothing to do with rural v urban. Or the size of the precinct.

Also, mail in ballots would solve the problem: plenty of opportunity to vote, plenty of time to count.
How about this: explain to us why every time there's a four hour line, it's always minorities. It took me seven minutes from leaving my car door to returning to my car door last time, in my white person precinct.
It's one of the at least half a dozen ways voting can be suppressed if you force in person, day of, voting.
Meanwhile, mail-in ballots means anyone who wants to participate, can.
